Copy of the e-mail I sent to Rep. Dean Heller (R-NV) on 12/01/10 regarding unemployment benefits and the tax cut issue:
I am writing to you today about unemployment benefits and the issue over the tax breaks.
The idea that anyone could vote against America and its citizens with regards to unemployment benefits is absolutely absurd and disgusting and makes those who voted against benefits inhuman! Are they aware that they are creating the exact environment for a revolution? Are they aware that those millions of people, including children and the elderly, will be driven to steal and take what they need from those who act out against them? I am watching the level of violence rise in Reno and that is only one city! Ninety-nine percent of those on unemployment are there due to circumstances beyond their control and there are NO programs to help people get out of the situation they are in-NONE! I do not advocate violence, but I know that I can defend my family and myself as it has already happened. This past election was supposed to be about the people and what they need from those who are supposed to be there as thier representatives, instead thier lives are being destroyed by those inhuman pieces of work. Regardless if anyone wants to admit it, this is genocide! When does it stop?
Also, I have listen[ed] to all of the representatives talk about the need to keep the Bush Tax Cuts for the wealthy (those that make over $250,000 per year) so that it will promote job creation, but I, and many others, are not idiots and we recognize the reality--that is BS! If the tax breaks would create jobs, it would have already happened as those tax breaks have been in place for years and our unemployment has continued to grow and jobs continue to be cut! More of us would rather see the cuts extended as the fallout wouldn't be as severe. However, to place the burden completely on the backs of the poor (my family is considered poor) and middle class is absolutely anti-American!
I have been asked by several people to pass a similar message along to you, but I cannot write what they have asked me to say as I would get into trouble. People are angry and they are setting thier sights for the Republicans and Democrats!
Please, if you care about all Nevadans and the people of this country, do everything you can within your power to get this message out to your colleagues. The American people are under attack and they will strike back. I would rather see this avoided, but Congress is the only one that can make that decision.
Either all of you are for the people of this country (all of us, not just a few) or you are against this country. Please help!

Bank of America to Pay $108 Million in Mortgage Abuse Case-
Bank of America has agreed to pay $108 million to settle
charges by the Federal Trade Commission that the bank's
Countrywide Financial mortgage subsidiary collected excessive
fees from struggling homeowners and engaged in other abusive
practices in the years before the bank acquired Countrywide
in July 2008. In announcing the settlement on Monday, the
commission said the payment would be used to reimburse

Worries Over Hiring Data Erode Stocks; Major Indexes Close More Than 3% Lower
Stocks in the United States closed sharply lower on Friday
after the latest employment figures raised concerns about the
strength of the economic recovery and new worries emerged
that the debt crisis in Europe was spreading. The Dow Jones
industrial average fell below 10,000, closing with a loss of
323,84 points or 3.16 percent in preliminary figures. The
broader Standard & Poor's 500 index fell more than 3.4
percent, and the technology-heavy Nasdaq composite more than
3.6 percent. The euro continued its decline, dropping to less
than $1.20 on concerns about the fiscal troubles in Europe.
The markets skidded steadily all day after the Labor
Department reported that though nonfarm payrolls grew by
431,000 in May, hiring of temporary Census workers accounted
for almost all the gains, while private-sector job growth was
more anemic than expected.

I recently asked the Chairman of the Federal Reserve who received the half
trillion dollars ($500,000,000,000) the Fed handed over to various banks.
He said he didn't know.
Think about that for a minute -- he didn't know!
That kind of ignorance and arrogance must end. We need a full independent
audit the Fed. The House has passed it and the Senate could vote on it as
soon as tomorrow. It's going to be extremely close -- every vote will
count.

The amendment is simple. If it passes, we'll finally learn how the Fed has
been handing billions of dollars to big Wall Street banks like party
favors. But if it fails, the Fed can keep handing out our money to

You'd think passing this legislation would be a slam dunk. Wrong. Wall
Street bankers and their lobbyists are twisting arms and pouring millions
into the campaign coffers of politicians on both sides of the political
divide, to keep their sweetheart Fed loans under wraps. We need to counter
their influence-peddling by making the Senate listen to the united voice
of the American people. (That would be you.)

Dear Catana,
As a result of the crash of 2008, eight million Americans lost their jobs. Millions more, many who did nothing wrong whatsoever, lost their homes, pensions, or nest eggs.
Then, we did something as distasteful as it was critically necessary. To avert what many said would be a catastrophe on par with the Great Depression, we bailed out financial institutions.
Those who ignore history are doomed to repeat it. We will not repeat the crash of 2008 on my watch. If banks or investment houses need another bailout, then they can get it from their friends down the Street, or someplace else -- but never the American people.
Wall Street's game ends now. Taxpayers will never bail them out again. I know this to be true because the bill we're going to pass ends taxpayer-funded bailouts for good.
Every last one of my Republican opponents is standing with Wall Street in opposition to our bill, I need you standing with me. Together, just like we did with health reform, we'll get this done.

Goldman Sachs for fraud.

are boldly urging the Justice Department to launch a criminal
investigation of Goldman and others who may have broken the law as they
devastated our economy.
Now is the moment to make clear: Nobody on Wall Street is "too big for
jail."

Thank you for writing me. I have heard from many
Americans who are losing their jobs and struggling to pay their bills.
Every day, I meet with my economic advisors to make sure we are
doing all we can to create good jobs and help Americans support their
families and pursue the American Dream.
The American Recovery and Reinvestment Act (ARRA) was
the first step to spur job growth and ease the pain of unemployment.
This measure was designed to save or create millions of jobs here at
home in industries such as alternative energy, health care, and
construction. By extending and increasing emergency unemployment
compensation and increasing access to health insurance, ARRA has
provided relief to millions of unemployed Americans and has helped
improve our Nation's economic outlook.
Many Americans, however, are still struggling to find
employment and provide for their families, and I am working to
promote additional job creation. To assist workers who lose their
jobs, I signed into law the Worker, Homeownership, and Business
Assistance Act in November, extending unemployment benefits
beyond what exists in ARRA. I also signed into law an extension
of COBRA benefits and partner with Congress to ensure that a safety
net remains in place for those who face long-term unemployment.
My Administration is also helping Americans return to work
by emphasizing job training in industries that cannot be outsourced.
Recently laid-off workers receiving unemployment benefits have
new opportunities to pursue higher education and job training
programs, including easier access to Pell Grants. To encourage job
creation in the United States, I am replacing tax laws that send jobs
overseas with new incentives to create them here at home. Available

Good afternoon,
These have been very tough years for our country. Millions of our family members, friends and neighbors have lost their jobs in the great recession. Plummeting home values closed out what had already been a lost decade of stagnant wages and rising costs.
But today we got an encouraging sign of better times ahead. We learned that the economy is now actually producing a substantial number of jobs instead of losing them -- there were 162,000 new jobs created in March, the most positive jobs report we have had in three years.
One community where we've seen these glimmers of hope is Charlotte, North Carolina, where the President spoke today. An advanced battery company, one of those industries at the forefront of the emerging clean energy economy, has also been at the forefront of our recovery in no small thanks to a boost from the Recovery Act. We had a chance to check it out a few days before the President headed down. Watch a quick video to get a sense of what hope looks like for our economy:
Pulling America back from what many experts warned could be another Great Depression and putting us on a course towards new jobs and new industries has been the President's top priority since Day 1. That's why he made signing the Recovery Act his first task when he came into office. Two million more Americans are on the job today because of the Recovery Act, and we have broken the back of the worst recession in a generation.
We are gratified for that. But we are not satisfied. Not by a long shot.
We know we have a lot of work in front of us to repair the damage and rebuild our economy. We also know that there will be some additional bumps in the road ahead.
But today's news is a positive sign post along that road.
And I want you to know that the President and all of us in the Administration will continue to work day and night to pursue a recovery that strengthens the middle class and reaches all our communities and lays a lasting foundation for a better future.

Dear Mrs. Barnes:
Thank you for contacting me to express your concerns about the current state of our economy. I appreciate hearing from you and assure you that I am working hard to enact policies that promote job creation.
It is clear that Americans continue to suffer from one of the worst recessions since the Great Depression. I am acutely aware of the impact that the downturns in the housing and financial markets have had on Nevada's families. The phone calls, letters, and emails I receive each day have only furthered my commitment to providing meaningful relief to the Nevadans that face economic hardships.
That is why I was pleased to shepherd passage of the Hiring Incentives to Restore Employment (HIRE) Act and join President Obama when he signed this important piece of legislation into law (H.R.2847/P.L.111-147). The HIRE Act exempts employers from Social Security payroll taxes for 2010 if they hire a person who had been unemployed for at least 60 days. To encourage employers to retain these employees, the law also provides a $1,000 income tax credit for every employee retained for a full year. The HIRE Act also helps small businesses by allowing them to write off the costs of major purchases, protects jobs by extending existing highway programs, and makes existing Tax Credit Bonds for school construction and rehabilitation, renewable energy and energy conservation projects eligible for the Build America Bond benefits.
I also worked hard to garner support for the American Workers, State, and Business Relief Act of 2010 (H.R.4213). This important legislation helps states by providing critical disaster relief and additional funding to protect Medicaid, extends unemployment insurance and tax relief for individuals and small businesses, and provides responsible pension funding relief for employers to help them retain jobs. H.R.4213 passed out of the Senate on March 10, 2010, by a vote of 62-36, and I will continue working towards enacting this measure into law.
These are just a few of the bills that I support as a means of putting Nevadans back to work. As the Senate builds an agenda focused on job creation, I appreciate you taking the time to share your thoughts with me. Nevada's working families deserve policies that reward their hard work and provide opportunities for a more secure future, and I remain committed to using my Senate leadership position to achieve these aims.

I am responding to an e-mail I received this morning from Vice President Biden about putting money directly back into our hands.
First, I need to say that Mr. Biden is frustrating. His 'nay say' rhetoric is embarassing...how old is he?
I, and millions of other Americans, are POOR, not middle class (many people keep asking me who this middle class is), we have no savings, no assets, and we exist on a day-to-day basis. Your tax breaks do not help people like us! Waiting once a year (the following year I might add) for money doesn't help anyone!
Why hasn't President Obama and his administration ever said there are POOR people in this country? Why hasn't he acknowledged the number of POOR people in this country?
You do realize that POOR people vote...right?
Our country and the officials we helped get elected have left us behind!
People with money provoke fights with POOR people (I have had 'baby boomer'-aged men tell me that anyone who is unemployed or poor are lazy and should die...among other words I will leave out), and we are extremely profiled!
Your supposed 2 million job creation and/or jobs saved is a joke. The jobs that were created went to highly skilled workers (not the majority of the labor market) and the jobs saved have since ended and those people are now unemployed.
Please, stop with the puppeteering like Bush used...we aren't all as stupid as you think we are.
Please, just once, acknowledge the large population of POOR people that live in this country.

Good morning,
I'm writing you today to talk about literally putting money back in your pocket.
We've launched the Tax Savings Tool at WhiteHouse.gov to make sure as many Americans as possible know about and take advantage of the array of middle class tax refunds passed in the Recovery Act last year. With a few simple questions, the tool generates a printable checklist anyone can use to make sure they don't miss out on any of the benefits they may be owed.
 Did you know, for example, that 95% of working families have been getting money in their paychecks in 2009 from the Recovery Act's $400 to $800 a year Making Work Pay tax credit –- and will continue to in 2010?
If you didn't know that, you may not know about all of the other tax cuts that may be available to you as a result of the Recovery Act -- refunds relating to everything from college tuition to new cars to new houses to using more renewable energy. The reason the President fought for all of these tax cuts as part of the Recovery Act was to give middle class families a little extra break in what continues to be a tough economic time -- and also to help give the economy itself a boost.
For families across the country, maybe including yours, these tax cuts have provided the incentive they need to make energy-saving improvements to their homes, finally get a new car, or buy a home for the first time. All of that is helping to jumpstart the economy and provide more clean energy, manufacturing and construction jobs for working families, contributing to the 2 million jobs the Recovery Act has created or saved since it passed.
So take a look at the tool and make sure you're getting everything you can out of your tax return -– you may be pleasantly surprised.

I am writing today to ask you to support the EUC extensions. You and your staff have been very helpful to my family and me. We applied for, and received, 7 new windows and a 90/10 furnace from CSA for which they just completed the final inspection. However, due to the fact that my husband's unemployment just ended, and I am not eligible for unemployment (employer issue), we are now faced with losing our home. We are among the millions of Americans that do not have incomes, cannot get incomes, and have absolutely no assets or savings to rely on (we are poor). If we do not receive the unemployment (we would love to find work, but cannot) we will become homeless and our home will be hauled to the dump, and all of the money, time, and effort spent over the past several months will have been for nothing...throw away money (about $7,000.00 on the windows and furnace). I would also like to let you know that we are not the only people that are faced with this here in Nevada (the country as well) and, if left to our own demises, will bring further collapse of Nevada's economy. It is vitally important to know that the majority of the people on unemployment want to work, but are faced with many obstacles to gaining employment including the lack of jobs. I can provide you with four examples of laws and/or policies that will continue to prevent people from gaining employment and they are: 1. The credit score. 2. Domestic battery charges (all you have to do is yell at someone, here in Nevad, to get this charge and the majority of employers will Not hire anyone with this type of charge...I personally know several people in their 20s with babies that have lost their jobs for arguing with their mates), 3. Transportation (if you have to ride the bus you Will Not get a job as the employers do not recognize the bus as 'reliable' transportation), and 4. Don't be homeless (nobody will hire someone who is homeless)! These four issues will continue to haunt Nevada and it's economy if they continue to go unaddressed! I know I don't want my 13-year-old living on the streets, but that is where we are headed if the unemployment extensions are not there. We are already faced with going behind on our power and rent from just missing one week of benefits (we have nothing to catch up with either). Please, if you truly care about people and your community at large, support the passage of the EUC extensions. I would be willing to give my life for every single person involved if it meant getting everyone some money!

Dear Catana,
Every day, I'm working hard to find ways to kick-start Nevada's struggling economy. While we have to continue to step up our efforts to create jobs, we are making some progress.
Last night the Senate passed a bill to promote travel to Las Vegas, other tourist destinations in Nevada, and nationwide. Other countries actively promote their destination cities, and it's long past time we do the same. Even better, we can do it while creating up to 40,000 jobs, 6,000 in Nevada alone, and reducing the deficit by $425 million over the next 10 years.

Last week I introduced a fiscally responsible, targeted jobs bill. I said at the time there was no reason it shouldn't pass with bipartisan support. Today I'm pleased to report that it did just that -- passing the Senate on Tuesday with 70 votes.
Yesterday I attended President Obama's health care summit. I know we've been working on this issue for a long time, but it's important to remember that the American people have been waiting much longer - many decades - for Washington to fix our broken health insurance system.

Lowden opposes job creation and tax cuts, but loves big bonuses
Sue Lowden opposes tax cuts for small businesses and efforts to create jobs in Nevada.
What she doesn't oppose is a $200,000 bonus for her husband the same year her gaming company cut a quarter of its work force and axed the 401(k) contribution while her family took home a $1 million paycheck.
Lowden joined embattled Republican Sen. John Ensign in taking a stand against the Jobs Bill, which would cut taxes for small businesses and create jobs, in response to criticism of her job-killing history as a Las Vegas casino boss.
The same year Sue Lowden's company slashed pensions and cut its work force, the Lowdens made $1 million, including a $200,000 bonus for Paul Lowden.
Taking home $1 million a year including hefty bonuses, the Lowdens don't have to worry about job creation like the maids, dealers and servers who no longer work in their casino do. And considering Sue Lowden's record as a job-killing casino owner, it should come as no surprise that she opposes a bill to create jobs for ordinary Nevadans -- a bill that 13 Republican Senators voted for. Those Republicans were willing to put American jobs first and partisan politics second. But if you look at Lowden's record rather than her rhetoric, it's clear how much she values the kind of jobs that don't bring in seven figures for her and her husband.
The Jobs Bill Lowden opposes, which was endorsed by the Las Vegas Chamber of Commerce, will:
• Save 1 million jobs and invest in our nation's infrastructure
• Cut payroll taxes for business that hire workers who have been out of work for more than 60 days
• Give a tax credit for businesses that hire new workers and keep them on staff for at least a year
• Help small businesses grow by allowing them to write off investments
Nevada GOP enlists pro-Yucca, anti-gaming fanatic to speak for party
In a feeble attempt to distract from President Barack Obama's visit to Nevada last week, the state GOP is trotting out anti-gaming, pro-Yucca Minnesota Governor Tim Pawlenty.
The Nevada Republican Party has once again shown how out of touch it is with ordinary Nevadans, bringing someone who so clearly stands for everything Nevadans are against and against everything Nevadans are for. Pawlenty thinks gaming is "destructive" and favors "permanent storage (of nuclear waste) at Yucca Mountain."
In 2002 Pawlenty told the St. Paul Pioneer Press that Yucca should be fast-tracked to be complete by 2007, in order to accept nuclear waste from his home state.
And in 2003 he opposed gaming in Minnesota, saying it was a "sad commentary" for government to turn to gaming for revenue, and said gambling had a "negative impact on people's lives."
This hypocrisy is typical of Nevada Republicans, who stood by silently while George W. Bush blacklisted Las Vegas for government travel and rigged their 2008 nominating convention to pave the way for John McCain, one of Yucca Mountain's most outspoken supporters.
After leveling ridiculous attacks at Pres. Obama for supposedly hurting our tourism economy with one comment, Republicans stood by Tim Pawlenty's long record of anti-gaming and pro-Yucca rhetoric.
The fact that Nevada Republicans are relying on Tim Pawlenty - an anti-gaming fanatic who wants to ship dangerous nuclear waste from his home state to our backyard - to be their mouthpiece proves they just don't get it. This is a classic example of Republican hypocrisy, and Nevadans should be outraged that the state GOP thinks Tim Pawlenty represents their interests. |

Gibbons caught returning from trip to D.C. with woman at center of Textgate

Things got tense last Sunday when - just hours before a special session was scheduled to commence - I-Team political reporter Jonathan Humbert ran into Gov. Gibbons arriving back in Reno after a taxpayer-funded trip to the National Governors Conference with alleged gal pal Kathy Karracsh.
Karrasch was the married woman to whom Gibbons sent hundreds of text messages from a state-owned call phone in 2007, when he was not yet separated from his wife, Dawn Gibbons. When the texts were revealed in 2008, Gibbons denied that he was having an affair with Karrasch.
When caught in the Reno airport over the weekend wtih Karrasch, Gibbons at first lied to Humbert, denying she was with him in D.C., saying she wasn't on his flight back to Reno and claiming she wasn't even in the Reno airport. Then Humbert caught Karrasch getting into a state-owned vehicle driven by Gibbons' security detail at the airport curb.

Over the past year, too many families in Nevada and across the country have been harmed by one of the worst economic recessions since the Great Depression. Americans have suffered from stagnating or even declining incomes, while the costs have increased for everything from food, to health care, to college tuition. We also face a persisting credit crisis that has stymied economic growth. I am acutely aware of the impact of this recession on Nevadan families. Every week, I hear from Nevadans that continue to suffer from the housing and financial crises, and these conversations only strengthen my resolve to find meaningful solutions for families in Nevada and across the country.
As you may know, the Obama Administration called for an additional comprehensive approach to job creation. In response, I was pleased to introduce a measure that included additional tax incentives for the private sector to hire new workers, tax incentives for business to make important equipment and machinery purchases, and investments in infrastructure.
I have noted your opposition to this legislation and share your concerns over our nation's budget deficit. While I believe government must play a role in helping to restore short-term economic growth, there is no question that we cannot continue to run large deficits indefinitely.

Dear Catana,
Last week Sen. Harry Reid and Pres. Barack Obama announced a new effort to stem foreclosures in Nevada. The program will provide new incentives for banks to renegotiate mortgages and rewrite second liens, and will make loans available to unemployed homeowners.
Nevada will be one of only five states to participate in the new foreclosure rescue program, which will bring $100 million worth of much-needed relief into Nevada to help struggling homeowners rework their mortgages and stay in their homes.
The state could use the money to fund:
• Bridge loans" to help unemployed homeowners pay the mortgage until they land a job.
• Incentives for lenders to rewrite upside-down mortgages.
• And incentives for lenders to rewrite second mortgages, which often prevent homeowners from refinancing.
Like the Recovery Act, which brought our economy back from the edge of a cliff, this foreclosure prevention program will help thousands of Nevada families who are on the brink of losing their homes. While there is still plenty of work to be done to shore up our economy, create jobs and stem the tide of foreclosures, Sen. Reid and Pres. Obama are serious about helping the middle class and will not rest until the American Dream is restored. This housing initiative and the Jobs Bill the Senate is working so hard to pass this week are huge steps towards stabilizing Nevada's housing markets and helping middle class families stay afloat in these difficult times.

Dear Senator Reid,
I just wanted to let you know that I am very much in favor of creating jobs, but I, and many others, do not believe that giving the Social Security Payroll Tax Cut is an appropriate action. This places more burden on the laborer force.
I participated in the jobs forum last December and have spoken with many people at the street level about job creation and there are a few points that I think are worth mentioning to you as you continue through this process.
I have had small business owners express to me that the largest problem they face with hiring anyone is the initial hiring costs (drug tests, background checks, credit checks, uniforms, setting up an employee file, etc.). In relation to this, I have been told that the 90 day trial period is the most expensive part of hiring an employee. So, why not help the small businesses with this aspect rather than a tax credit that doesn't help them for a year (most of the business owners said the tax break would not help them nor would it be an encouragement to hire someone)?
I have also spoken with many small business owners, have read some comments by small business owners on the Internet, and they say they do not like to hire people that are unemployed because they said, "they expect handouts and are lazy"...I take a lot of offense to this! There is a great dislike for those who receive unemployment because everyone believes it is a handout (very ill-informed public).
Here in Nevada, there is the greater problem of trying to sustain employment. A person may get hired, but trying to keep a person working is very difficult when the population doesn't have any money to spend thus preventing the businesses from thriving...it is a vicious cycle (our daughter works at a party store one day a week as that is all of the hours they have for her...sometimes she will actually get two days).
Again, I am not against job Creation, but the Social Security Payroll Tax Exemption is a lop-sided effort that places a strain on the labor force and really doesn't help the small business owner until the next tax year.
Removing the credit check would be a huge step in the right direction. I do not know anyone who has the kind of credit it takes to land a job at this point!

Watch Out for New Credit Card Traps

If you haven't heard, big changes are soon coming for the credit card business.
The CARD Act, which was signed into law last May, is effective as of Monday, meaning big changes for the millions of card-carrying Americans across the country.
Among other things, it will eliminate some of the more egregious practices of the past like so-called "double-cycle billing," arbitrary rate increases and hefty fees for exceeding your credit limit.
But while the new law also promises consumers more transparency about their credit card bill, cardholders still need to watch out for a whole new series of traps and tricks.
Higher Fees
For starters, consumers could suddenly find themselves socked with a variety of new fees and charges.
Banks and other card issuers have already been aggressively implementing new fees or raising existing ones to help make up for any potential revenue lost as a result of the CARD Act.
Last May, for example, Discover Financial Services announced it would start charging a 2% fee on all purchases made outside the United States.
And whereas 3% was once the standard charge for rolling over a balance from one credit card to another, issuers like JPMorgan Chase are now assessing customers a 5% fee, according to Bill Hardekopf, CEO of the card rating site LowCards.com.
But with the new law setting no restrictions on the types of fees issuers can implement, consumers should pay particularly close attention to the "Terms and Conditions" section of their statement so they know exactly what they are being charged for, warn experts.
"Fees are the one source of revenue that will become more and more important," said Hardekopf.
Tougher to Get a Card
As Congress moved closer to passing the law last spring, banking industry advocates cautioned that shaking up the status quo would mean that credit would be more difficult to come by for consumers.
So far, that seems to be playing out as predicted.
The amount of credit made available to consumers by credit card companies plunged by $252 billion, or 7%, between March and September of last year, according to IRA Bank Monitor.
Credit is poised to tighten even further. As part of the CARD Act, credit card companies will be severely restricted in how they market cards to college students, potentially shrinking an important part of their business.
But issuers are also expected to implement much more severe underwriting practices. Some may demand, for example, details on an applicant's income or proof of other savings.
Consumers with poor or even a mediocre credit history, as a result, may find it much more difficult to get a card or have their credit limit extended after the new law takes effect on Feb. 22, said Joseph Ridout of the advocacy group Consumer Action.
"I think it is fair to assume that credit card companies are going to scrutinize their potential customers a lot more closely than they did in the past," he said.
Fewer Rewards
Consumers may also be increasingly unable to enjoy the fruits of their spending as a result of the new law.
It wasn't that long ago where a cardholder could easily earn credit towards a free airline ticket or cash back for every dollar spent. But issuers are now quietly becoming more stingy with their rewards in an effort to save money.
American Express, for example, recently told its co-branded card customers they would not be able to accrue reward points on their purchases if they were late with a payment. Only by paying a $29 fee could they recoup those points.
To avoid missing out, experts suggest that consumers carefully read any notices they get from their credit card company about changes to their loyalty or rewards program.
"Rewards can be another way of penalizing people too," notes Nick Bourke, manager of the Pew Safe Credit Cards Project.
Rising Rates
One of the biggest victories for consumers in the new law are a series of limits on how and when credit card companies can set interest rates.
Whereas in the past, banks could raise your annual percentage rate just for missing a payment on your cell phone bill or without giving a consumer much advance notice, such practices will soon be outlawed. Issuers now have to alert you at least 45 days in advance before raising your rate under the CARD Act.
The new law won't shield consumers from rate hikes altogether, though.
In recent months, banks have moved consumers over to so-called variable rate cards, whose rates fluctuate based on the direction of the prime rate. And with that rate at historic lows, experts said consumers should be prepared for at least a moderate increase in their APR at some point.
The new law also does not include any sort of interest rate cap banks and issuers can charge customers that are late on their payment by two months or more.
Credit card companies may remain reluctant to impose any usurious rates ahead of a review of penalty rates and fees by the Federal Reserve scheduled for later this year and given the public discontent for banks these days.
But that doesn't mean the days of big rate hikes are gone for good, Bourke said -- especially for consumers who are overwhelmed by debt. So experts suggest consumers should take extra care to stay current on their bills.
"The [CARD] Act doesn't absolve anyone from having to pay back their bills or take people out of harm's way if they run into trouble," said Bourke.

As I discussed in my message yesterday, job creation must be our top priority in Nevada. However, we can't expect to turn our economy around without addressing Nevada's foreclosure crisis.
And it is a crisis.
Right now, thousands of Nevada families are in danger of losing their homes, struggling desperately to keep their heads above water, and calling out for help. I want all Nevada homeowners to know, I hear those calls -- and I've been working with President Obama to tackle this crisis head on.
Today, I am thrilled to announce that Nevada will be one of only five states to participate in a new foreclosure rescue program. This much needed relief will bring $100 million dollars into Nevada to help struggling homeowners rework their mortgages and stay in their homes.

Dear Catana,
When our economy narrowly avoided a catastrophic depression, I began working with President Obama to stop the bleeding and get things moving in the right direction. We've seen evidence of a recovery over the last year, but I know that we need to do more to create and save jobs. And so for the rest of this Congress and for as long as it takes, I plan on introducing legislation specifically crafted to build on the success of the Recovery Act. I got started last week by introducing a bill that's going to save and create jobs, plain and simple.
Yesterday marked the one year anniversary of the passage of the American Recovery and Reinvestment Act, and it's clear that the projects being funded have helped and are going to continue to help Nevada weather this recession. Whether they say it to the media or not is one thing, but the fact is that both Republicans and Democrats have asked for and welcomed Recovery Act funds to their home states and districts. I know it's done some good in Nevada so far -- funding renewable energy projects, helping struggling families afford to keep their health insurance, and easing the burden on small businesses so they can get back to hiring people.
One thing that won't save or create a single job is simply saying 'No' to common-sense initiatives. Our Jobs Bill is fiscally responsible and would take effect this year, so it should enjoy bi-partisan support. But as usual, I can't do this alone -- Nevadans and Americans need to continue standing up and demanding progress on job creation from their elected officials.
I agree wholeheartedly with President Obama that members of Congress need to focus more on creating jobs for the American people and less on protecting their own. That's always been how I've approached my job in the Senate, so my bill seeks to simplify the entire process by focusing on measures that should have bi-partisan support and will create jobs this year.
Our bill will invest more in infrastructure projects on the federal level, provide Build America Bonds to make it easier for state and local governments finance infrastructure projects, and cut taxes for small businesses who hire currently unemployed workers. Middle class families and small businesses cannot afford any further delays, Republicans and Democrats in the Senate need to work together and pass this bill.
This is only the beginning of our 2010 job-creation efforts in the Senate. By putting together common-sense proposals that should enjoy bipartisan support, we'll get smart investments and tax breaks to the people that need them most as quickly as possible. The power of Silver State lies is our independent spirit and willingness to roll up our sleeves and get to work, and I plan on taking that spirit straight to the Senate chamber to continue to success of the Recovery Act, and keep Nevada moving in the right direction.

Good Morning,
A year ago, President Obama signed the Recovery Act, a bold initiative not only to rescue our country from a potential second Great Depression but also to build a new economic foundation for the future of our Nation. At that time, we were in an economic freefall -- hemorrhaging more than 700,000 jobs a month with the middle class under assault and financial institutions on the brink of collapse.
One year later, I’ve prepared a report for the President on the impact of the Recovery Act. Even though we have much more to do, the evidence is clear: the Recovery Act is working.
Before I give you the hard facts, take a look at this video featuring several Mayors -- officials on the front lines of this economic crisis -- who discuss the impact of the Recovery Act.
Now here are some facts from the report I hope you’ll share far and wide:
- 2 Million Jobs: Public and private forecasters ranging from the Council of Economic Advisors to Moody’s Economy and IHS Global now say the Recovery Act is responsible for about 2 million jobs nationwide.
- Economic Growth: We recently learned that our economy grew 5.7 percent in the fourth quarter -- the biggest gain in six years that many economists say is largely due to the Recovery Act.
- Tax Relief: The Recovery Act provided over $100 billion in tax relief for American businesses and families.
- Aid to Small Businesses: This past year, the Recovery Act supplied over 42,000 small business loans that provided nearly $20 billion in much-needed capital.
- Building a New Foundation: The Recovery Act funded tens of thousands of projects nationwide this year that are not only creating jobs right now, but also laying a long-term foundation for economic growth, including investments in high-speed rail, health technology, broadband, a smarter electrical grid, clean cars and batteries, and renewable energy.

While we’ve made tremendous progress, our work is far from finished. Many projects are just now getting underway that will be creating jobs throughout 2010 and beyond. And on behalf of the President, I can say our Administration will not stop until every man or woman who wants a job can find one.
But one year in, the Recovery Act has helped pull us back from the brink of economic disaster and is helping lay a firm foundation for our economic recovery.

Although our economy is beginning to show signs of recovery, we know there is still so much work to be done to create jobs in this country.
That's why Sen. Harry Reid is working to pass a jobs bill that will:
• Save 1 million jobs by investing in our nation's infrastructure.
• Help small businesses grow by allowing them to write off investments.
• Allow state and local governments to borrow at a lower costs, so they can improve their infrastructure while putting people to work.
• Offer employers an exemption from social security payroll taxes for every worker hired this year who has been unemployed for at least 60 days.
• Give employers an additional $1,000 income tax credit for every new employee they keep on staff for 52 weeks.
Job-creation measures like these are simply too important to getting bogged by Republicans' obstructionist tactics. Sen. Reid knows we must act now to create jobs in this country.
That's why he wanted to simplify this jobs bill, focusing on measures that have bipartisan support and will create jobs right away. This simpler bill will allow us to move quickly and avoid the foot-dragging we've seen from Congressional Republicans for the last year.
And this won't be the last jobs bill we pass this year. This bill is only the beginning of our efforts to create jobs and stimulate our economy - but it's an important first step, and one that couldn't wait. Putting Americans - and especially Nevadans - back to work is just too important.

The economy grew at an annual rate of 5.7 percent in the last quarter, the Commerce Department said Friday. The AP calls that the "fastest [growth] since the third quarter of 2003" and strong evidence that the recession is over.
